Introductions: Group members introduce themselves and their respective programs of operation. Any guests identify themselves and introduce to the group their purpose for attending the meeting. (10-10:15)
Program Presentation: Colorado DMV (10:15-1:15)
The focus of this meeting is to understand the process by which the DMV handles medically based licensing and permits. This discussion will include how the permits are supposed to be completed by law and statute as well as deviations in this process based on the experiences of the DRS and CDRS for the Colorado chapter. The variations on this processing does change from one office to another as well as how this process takes place for the “Front Range” (I-25 corridor), “Western Slope” (Grand Junction and western Colorado) as well as mountain and rural locations. We (Colorado ADED) want to be sure that the process is handled fairly and equally across the entire state so as not to put an undue burden on any client/patient or the DRS/CDRS that serves them.
Learning objective 1 – By the conclusion of the meeting, CO ADED members will clearly understand the law/statutes for the State of Colorado regarding licensing and permits to fully comply with DMV regulations and be able to explain those same regulations to our clients.
Learning objective 2 – By the conclusion of the next meeting, CO ADED will be able to express and communicate to DMV representatives the current barriers to equal compliance and enforcement of the above noted law/statutes across the state. Currently, there is an unequal implementation of DMV policies for the “Front Range” (1-25 corridor) versus,
“Western Slope” (Grand Junction), Mountain and Eastern Plains offices. What can Colorado ADED do to help with compliance?
Learning objectives 3 – At the conclusion of the meeting CO ADED members will be able to communicate with the Colorado DMV about the undo burdens that clients face when dealing with the DMV that are beyond the typical process (ex. obtaining physician signatures and dates within current DMV time frames when patients can not get appointments with their doctors, or allowing Nurse Practitioners to also sign off on DMV forms if physicians are not available.
Presenters:
Jennifer Holloway, Record Support Unit III. Employed with the State of Colorado for about 5 years, started out at a Driver’s License Office as an Assistant Office Manager and most recently has transitioned to the Record Support Unit where I am the team lead.
Jamie Apodaca, Record Support Unit II. 10 years total working with the Dept of Revenue starting with the DSCC (Driver Services Call Center). Currently working with the Record Support Unit, a little over 2 years. While working with the RSU team, we process a lot of Confidential Medical Forms both physical and eye(DR2401/2402). The Driver Control Section’s Record Support Unit processes the cancellation of driving privileges when law enforcement, a doctor, a family member, or a member of the department identifies an individual’s potential inability to safely operate a motor vehicle. The Special Exam process allows our department to act upon written reports from law enforcement officers, doctors, courts, and family members to request a driver to take a re-examination or provide a (DR-2401/ DR-2402) Confidential Medical or Eye Examination Report to show if a driver is capable of operating a motor vehicle.
